President Lee's contemplation of an apology follows the indictment of former President Yoon last month. Yoon is accused of ordering drone flights carrying propaganda leaflets across the border, a move prosecutors say was designed to escalate tensions and bolster his political standing.

Lee's remarks coincided with the anniversary of Yoon's controversial declaration of martial law, an action that triggered a significant crisis in South Korea. This declaration, fueled by similar intentions, ultimately led to a deep political division within the country.
Lee, who has expressed a desire for dialogue with North Korea since assuming office, has seen his attempts met with silence from North Korean leader Kim Jong Un. "I feel I should apologize, but I hesitate to say it out loud," Lee stated during a press conference in Seoul. He added that he feared such an apology could be exploited, leading to ideological conflicts or accusations of being sympathetic to the North.
But here's where it gets controversial... North Korea has accused Yoon's government of flying drones over Pyongyang to drop propaganda leaflets on three occasions in October 2024. South Korean media also reported that the military had deployed balloons carrying propaganda leaflets across the border during Yoon's time in office.
And this is the part most people miss... Lee's comments were made on the anniversary of Yoon's attempt to impose martial law. This decision plunged South Korea into an unprecedented crisis, leading to protests and a parliamentary vote against the measure. The Supreme Court swiftly declared the move unconstitutional. Yoon was subsequently impeached, removed from office, and is now awaiting trial on charges related to his failed martial law attempt.
Deep Divide: The fallout from Yoon's actions has deeply divided South Korea. While some are infuriated by his actions, others support his hardline stance towards the North, claiming that South Korea's democracy is under attack from political rivals. This division was evident in the opposing marches held in Seoul on the anniversary.
Dialogue: Lee, who won a snap presidential election after Yoon's removal in April, is eager to mend relations with Pyongyang. Since taking office in June, he has taken steps to reduce tensions, including removing propaganda loudspeakers along the border. Additionally, Seoul passed a law prohibiting activists from sending propaganda leaflets into the North via balloons.
Despite these efforts, North Korea has rejected Lee's overtures, with Kim Jong Un stating his government has no interest in dialogue. However, Lee remains persistent. He suggested that suspending regular military drills with the United States, which Pyongyang views as provocative, could encourage the North to return to the negotiating table.
Lee also expressed hope that US President Donald Trump, whom he described as a pragmatist, could help persuade the North, noting that Pyongyang appears to take Washington more seriously than Seoul.
